CONFLICT THE AREAL SPLITTING AT PROVINCIAL AND REGENCY LEVELS IN PAPUA IN THE NENGGI-KENGGI PERSPECTIVE AND ITS IMPLICATIONS ON REGIONAL RESILIENCE

The policy of the areal splitting implemented in accordance with Law No. 45/1999, Law No. 21/2001, President Instruction No.1/2003 raised pros and cons. This study is to assess the conflict concerning the policy of the areal splitting from the Nenggi-Kenggi perspective and to find out changes for regional resilience.
Theories used are mainly those from the Nenggi-Kenggi perspective, as well as those of conflict and regional resilience. A problem of the study is why the conflict around the policy of the areal splitting has occurred and how the Nenggi-Kenggi perspective is toward the interest of involved parties and its implications on the regional resilience.
From the study with the cultural perspective of Dani/Lani, it can be found that in a sociological approach the Nenggi-Kenggi are value and concept in local communities with moral precepts. The value or moral precepts of Nenggi-Kenggi can be one of the alternatives for resolving the conflict around the policy of the areal splitting and other social conflicts.
Regardless of refutations against the policy of the areal splitting related to the struggle of separatism from the Unitary State of the Republic of Indonesia, result of the study shows that certain political elites of central government as well as the local communities have been found to be involved in the conflict around the policy of the areal splitting in Papua after the implementation of the policy based on Law No. 45/1999 and Law No. 21/2001. The conflict around the policy of the areal splitting are positioned as: (1) the internal conflicts of government involving the local communities; (2) horizontal and vertical conflicts due to social changes in implementing the policy of the areal splitting and Special Autonomy programs in Papua. In the Nenggi-Kenggi perspective, the two positions are considered as due to not pursuing the Nenggi-Kenggi moral precepts as inseparable parts of the values contained in the Five Pinciples (Pancasila) as the foundations of State and the basics of decision-making process concerning public interests despite the fact that the underlying spirit and goals of the policy’s implementation involving the internal conflict of government can in a positive point of view be considered as a policy strategy for central government in securing the stability of the Unitary State of the Republic of Indonesia.
Social changes resulted from the governmental policy and interest conflict in Papua have actually positive and negative implications on regional resilience, in turn influencing national resilience, especially in terms of preventing the threat of national disintegration.
